Designing a Competency Model for HR Employees in Iran's Electricity Distribution Companies Using the Meta-Synthesis Approach

Background & Purpose: Findings from numerous studies reveal significant shortcomings in identifying the training needs of employees in the electricity industry. These shortcomings not only reduce the effectiveness of training programs but also result in wasted financial and material resources. Hence, developing a solution that aligns organizational training with the actual needs of organizations is crucial and vital. This research, adopting a competency-based approach, seeks to identify a competency model for HR employees in Iran's electricity power distribution companies.
Methodology: This qualitative study is conducted using the meta-synthesis method, based on the Barroso and Sandelowski model. Data were gathered from articles published in reputable journals. Out of 143 related articles, 25 were selected after screening based on specific criteria and analyzed using a three-stage coding method. The validity of the proposed model was evaluated using the Delphi method and feedback from experts in the HR field of electricity power distribution companies.
Findings: The proposed competency model comprises five dimensions: training and development, career planning and development, recruitment and retention, evaluation systems and reward schemes, and employee empowerment and participation. These dimensions collectively include 30 components.
Conclusion: As this study synthesizes previous research, the proposed model offers a more comprehensive framework than prior studies. The parent company, Tavanir, can leverage the identified dimensions and components to enhance the effectiveness and efficiency of its training activities.
