In this paper, energy efficiency programs are modeled as virtual power plant known as Efficiency Power Plants (EPP). Furthermore, a decision making framework is represented to model the strategy of EPP investor in generation expansion planning (GEP) problem. Using this framework, the EPP investor evaluates behavior of generation companies and determines an optimal strategy in implementing of energy efficiency programs. Dynamic programming (DP) is used to solve the optimization of generation investment problem. In order to maximize the profit of EPP investor at each stage of the GEP problem, a bi-level optimization problem will be formed in operation problem. The simulations show that applying the investor's decision in the EPP investment, the conventional capacity expansion is delayed and reduced. The proposed method sequentially solves a set of robust mixed-integer linear programming problems. In the robust optimization method, no longer need to predict uncertain parameters and instead, confidence level of uncertain parameters are defined. These intervals are successively divided into smaller intervals so that the offering production curves be achieved. It is necessary to note that the main objective of the robust programming method is to obtain optimal robust solutions for the worst possible event of the uncertain parameters in their uncertain spectrum. Due to the complexity and distinct nature of the electricity price, a single forecast engine cannot capture and model all different patterns in price signals. As a result, to improve forecast accuracies, this paper proposes a hybrid method to use advantages of several forecast engines simultaneously. In the proposed method, three primary engines, artificial neural networks (ANN), adaptive neuro-fuzzy inference systems (ANFIS), and autoregressive moving average (ARMA), provides three independent forecasts of the price. Then, a new fusion algorithm combines these three forecasts to obtain a unified single price forecast. The proposed method obtains feedback from previous error of the primary forecast engines to adjust their effect on the final forecast. The proposed method is evaluated using price data of Spanish electricity market.
